The Ottoman period had its first constitution, called the Kanun-i Esasi. The Sultan appointed members to a board, which he chose and had to approve. This board was called the Umur-i Muhimme.

The Grand Vizier and other people in the government are chosen and fired by the Sultan. This government is not controlled by the Parliament, so it does not have the same kind of power as the Parliament. This was set up by a law.
