It is rounded off from the Arabic phrase "surre men rea". it means something like "whoever sees it will be happy". in honor of the city. Of course, this name is getting pretty ironic nowadays, who would be happy to see it?

The Americans announced that the operation would take a few days, as the area had to be "very well" scanned. I'm afraid it's the second felluce.
